Position Description:

VPC is seeking candidates for a Planner position. This position will provide opportunities of rapid advancement and pave the way for the candidate to serve as Project/Task Manager in 2-3 years. The position provides planning services for a variety of projects including emergency management, hazard mitigation, recovery, resiliency, historic/cultural resource mitigation, or community plans.

The ideal candidate would possess 1-2 years planning experience. However, mature candidates are encouraged to apply. 



  • Assists planning teams in the design and development of plans, across disciplines such as hazard mitigation, business continuity, disaster recovery, and risk management.

  • Prepares training materials, briefings and other communication material to educate clients/communities.

  • Provides technical assistance to ensure policies are properly developed, coordinated, and implemented in relation to the clients’ mission and associated functional roles and responsibilities.

  • Provides technical assistance to ensure integration between local community plans.

  • Responsible for facilitating stakeholder meetings and technical advisory groups.

  • Responsible for drafting, editing and documenting various local plans for the client.

  • Develops content for and attends local, state and federal conferences and meetings.

  • Develops proposals and marketing materials.

  • Assists in administrative tasks, as necessary.


Candidates must be U.S. citizens and, if required, should be able to meet eligibility requirements for access to classified information.

Candidates must be willing to deploy to work on disaster recovery projects as needed.

Position may be remote, in office, at client site, or in a deployment area.



  • Bachelor’s degree from an accredited university, preferably in a planning, business, information systems, emergency management, or homeland security field.

  • Excellent analytical, communication (oral and written) skills.

  • Ability to multi-task and work effectively under pressure and with deadlines.

  • Proficiency in Microsoft Word, PowerPoint, and Excel.

  • High degree of attention to detail.



  • Master’s degree in planning or emergency management.

  • Experience using CRM, SharePoint, Adobe InDesign, etc.


Employment Classification:

This is a full-time staff position and includes compensation that is competitive in the private market, with an excellent benefits package to eligible employees that includes paid time off, health and dental insurance, short- and long-term disability, and life insurance.
